(A) The Department Managers of the several departments of town government, with the approval of the Mayor, or in his or her absence the Town Administrator, shall be authorized to incur expenses to the extent that expenditures would be for normal operations or capital projects as authorized by the annual budget enacted by Council, and in compliance with the provisions of the procurement code. Any expense involving other budgeted items falling within the category of unforeseen requirements or proposed projects shall be brought before Council for approval and fund appropriations. Emergency needs shall be addressed as set forth in § 30.47.
(B) The Town Administrator may temporarily suspend expenditure of funds for cause, but must report to Council his or her findings and cause within 30 days of the temporary suspension.
