§ 30.47 EMERGENCY ORDINANCES.
   Notwithstanding the provisions of § 30.46, an ordinance may be introduced, read two times, and engrossed and ratified as an ordinance at one meeting of the Council by affirmative vote of seven members of the Council on a finding that conditions of emergency exist which require immediate enactment of such ordinance, and the facts which constitute such conditions of emergency shall be stated clearly in the ordinance as it is enacted. Emergency ordinances shall expire automatically as of the sixty-first day following the enactment.
