All taxes and assessments levied or assessed and all charges thereon and all fines and penalties imposed, which are uncollected at the time this Charter becomes effective, shall be collected as if such change had not been made. If a different remedy is provided by this Charter, or by any ordinance or resolution, the remedy shall be deemed cumulative to the remedies under the existing Charter.
