Sec. 2. PROPOSED CHARTER; SUBMISSION TO ELECTORS.
   This Charter shall be submitted to a vote of the qualified electors of the City of Mount Pleasant at a regular municipal election to be held on November 4, 1975. This election shall be conducted by the officers charged with the conduct and supervision of elections under the existing Charter, and shall follow the election procedure established by law.
