Sec. 4. OFFICIAL REPRESENTATIONS OR RECITALS IN CITY AGREEMENT PROHIBITED.
   No official of the City shall have the power to make representations or recitals of fact in any contract, franchise, document, or agreement contrary to the public record of the City. Any such representation or recital shall be void and of no affect against the City.
