Sec. 2. CONDEMNATION PROCEDURE.
   When the Commission shall deem it advisable to vacate, discontinue, or abolish any street, alley, or public ground, or any part thereof, it shall so declare by resolution and in the same resolution appoint a time not sooner than four (4) weeks thereafter when it shall meet to hear objections. Notice of this meeting, with a copy of the resolution, shall be published at least once each week for four (4) weeks prior to the time appointed for this meeting in a local newspaper of general circulation in the City. In addition, the City Clerk shall mail a notice of the meeting, including a copy of the resolution, to the respective owners of all property abutting upon any land directly affected by this proposed action. This notice shall be sent by first class mail to the addresses of the owners as shown on the last assessment roll, at least fourteen (14) days in advance of the date set for the hearing. Objections to the proposed action of the Commission may be filed by a resident or real property owner of the City in writing with the City Clerk. If any objections are filed, the street, alley, or public ground, or any part thereof, shall not be vacated or discontinued except by an affirmative vote of no fewer than five (5) Commissioners.
