Sec. 1. ACQUIRING PROPERTY FOR PUBLIC USE; CITY AUTHORITY.
   The City shall have the power to take private property for any public use or public purpose only as authorized by the laws of the State. All proceedings for the taking of private property by the City shall be governed by the laws of the State.
