Sec. 3. POWERS; PROVIDED BY ACT 285 PUBLIC ACTS 1931.
   The Planning Commission shall have the powers and authority provided by Act 285 of the Public Acts of 1931, as amended, and such other powers granted it by law, this Charter, or ordinance.
