The Planning Commission shall be composed of nine (9) members appointed by the City Commission. The members of the Planning Commission shall be qualified electors of the City and shall, insofar as is possible, be representative of the entire City. The terms of each member shall be for three (3) years, or until a successor takes office, except that the terms of three (3) of the members first appointed shall be for one (1) year and the terms of three (3) of the members first appointed shall be for two (2) years. All members of the Planning Commission shall serve without compensation.
