Sec. 6. PUBLIC UTILITY FRANCHISE, RESTRICTIONS.
   No public utility franchise granted by the City shall be sold or transferred in any manner, nor may a party other than the grantee use the franchise unless the City gives its consent by ordinance, as required by this Article.
