Sec. 2. FRANCHISES; ORDINANCE REQUIRED, EXCLUSIVE FRANCHISE PROHIBITED, DURATION.
   Public utility franchises and all renewals, extensions, and amendments shall be only granted by ordinance. No exclusive franchise shall ever be granted. No franchise shall be granted for a longer period than thirty (30) years.
