Sec. 24. ENFORCEMENT OF TAX LAWS, CITY COMMISSION.
   In all matters where this Charter does not fully or adequately provide for the levy and collection of the City, State, County, School and other taxes, the City Commission shall have the power and authority to adopt additional ordinances necessary to carry out and enforce the general tax laws of the State.
