Sec. 23. ASSESSING AND COLLECTING TAXES; STATE LAW.
   For the purpose of assessing and collecting taxes in the City for State, County and School purposes, the City shall be considered the same as a Township and shall collect and account for these taxes, penalties and interest in the method provided by the general tax laws of the State.
