Before the final adoption of the Annual Operating Budget, a public hearing shall be held at which the proposed Annual Operating Budget shall be presented. The time and place of the hearing shall be determined by the Commission and notice of the hearing shall be published in a newspaper of general circulation in the City at least two (2) weeks before the hearing. At the hearing all interested persons shall be given an opportunity to be heard for or against any item in the proposed Annual Operating Budget. A copy of the proposed Annual Operating Budget shall be on file and available to the public for inspection during office hours at the office of the City Clerk for a period of not fewer than ten (10) days prior to this hearing.
