On or before the first Commission meeting in April, the City Manager shall submit to the Commission a proposed Capital Budget for the next five (5) fiscal years. The Budget shall state:
(A) A clear general summary of its contents.
(B) A list of all major capital improvements which are proposed to be undertaken during the five (5) years next ensuing, with appropriate supporting information as to the necessity for such improvements.
(C) Cost estimates, method of financing, and recommended tax schedules for each such improvement.
(D) The estimated annual cost of operating and maintaining the facilities to be constructed or acquired.
