§ 114.02 RIGHT TO REQUIRE FRANCHISE.
   Rights-of-way users shall be required to obtain and maintain a permit for access to and ongoing use of the public rights-of-way and to otherwise comply with the terms of this chapter. Such a permit shall not constitute a franchise. The city reserves the right to require rights-of-way users to obtain a franchise in the future to transact local business within the city.
