The purpose of this chapter is to regulate the access to and ongoing use of public rights-of-way by rights-of-way users, except for video service providers governed by Chapter 111 and telecommunications providers governed by Chapter 113, to ensure and protect the public health, safety, and welfare and to exercise reasonable control of the public rights-of-way pursuant to the city charter, by:
(A) Minimizing disruption of the public rights-of-way by regulating the access to and ongoing use of the public rights-of-way and the construction and installation of facilities in the public rights-of-way;
(B) Ensuring that the city and the public are protected from liability for use of the public rights-of-way by rights-of-way users; and
(C) Providing for the payment of permit fees by rights-of-way users.
