Upon the occurrence of a vacancy in the office of City Manager, or upon his suspension pursuant to Section 4, the Commission, while it is attempting to fill the office, may appoint an Acting City Manager. This appointment shall not exceed six (6) months. During this term, the Acting City Manager shall serve at the will of the Commission and may be immediately removed by a majority vote of the entire Commission without the necessity of compliance with Section 4.
