Whenever any person performs any work, as provided in this subchapter, either under contract with the city or by virtue of any permit issued by the city, such person shall be liable to the city for all loss or damage which the city may sustain and for all sums which it may have to pay to any person by reason of any loss or injury sustained through any carelessness or negligence in doing the work, or by reason of any neglect or failure to comply with the provisions of this subchapter or code.
