Sec. 3. CITY MANAGER; APPOINTMENT; QUALIFICATIONS.
   The City Manager shall be appointed by a majority vote of the entire Commission for an indefinite term. The appointment shall be solely on the basis of executive and administrative qualifications. The Commission shall fix his compensation. The City Manager, once appointed, shall become a resident of the City.
