In the event any officer, or authorized agent, of the city shall determine that there exists a nuisance within the meaning of this chapter and code, notice shall be served on the owner or occupant of the premises on which the nuisance exists, and require the owner or occupant to abate said nuisance within the time specified in the notice. Service of the notice shall be made:
(A) By delivering the same at the residence, office or place of business with some person of suitable age or discretion;
(B) By mailing said notice by certified mail to such owner or occupant at the last known address; or
(C) If the owner or person is unknown, by posting said notice in some conspicuous place on the premises for five days.
