Sec. 10. DUTIES OF MAYOR - VICE MAYOR.
   The Mayor shall be recognized as executive head of the City for all ceremonial purposes, for the purposes of military law, and for all purposes required by law and shall have such other duties as prescribed by this Charter. The Mayor shall preside at all meetings of the Commission and shall have an equal voice and vote in the proceedings of the Commission, but shall have no veto power. The Mayor shall authenticate by signature such instruments as the Commission, this Charter, or the laws of the State or the United States require. The Vice Mayor shall act as Mayor during the absence or disability of the Mayor or, if a vacancy occurs, shall become Mayor for the balance of the term.
