The Rules and Regulations for the Operation of the Mount Pleasant Municipal Airport shall be adopted by ordinance by the Commission and are intended to provide for the development and regulation of aeronautic-related activities on the Municipal Airport by establishing uniform regulations consistent with those of the federal and state agencies in order that those engaged in such activities may do so with the least possible restriction consistent with the safety and rights of others and the public's welfare. For the purpose of administration, these rules and regulations shall be so interpreted.
