Sec. 9. MAYOR, ELECTION, TERM; VICE MAYOR.
   At the first meeting in January of each year the Commission shall elect one of its members to serve as Mayor and one of its members to serve as Vice Mayor. The Mayor and Vice Mayor shall serve until the first day of January of the next year, or until their successors take office.
