(A) Except as otherwise provided by law, the owner of real property or personal property which causes or contributes to a dangerous or hazardous condition or condition that may cause environmental pollution or otherwise violates the Fire Code shall be required to reimburse the city for all costs incurred by the city in remediating or mitigating such dangerous or hazardous condition, or condition that may pollute or be a violation of the Fire Code.
(B) Except as provided by applicable law, the city and its employees shall not be liable for any costs or damages incurred by any person as a result of the enforcement of any provisions of this chapter.
