Sec. 7. CITY COMMISSION JUDGE OF ELECTION.
   The Commission shall be the judge of the election, the continuing qualifications of its members, and the grounds causing a vacancy in office. Decisions by the Commission under this section shall be subject to review by a Court of competent jurisdiction.
