Sec. 6. ELECTIVE OFFICE - FILLING VACANCIES.
   Whenever a vacancy occurs on the Commission, the remainder of the unexpired term shall be filled as follows:
   (A)   If twelve (12) months or fewer remain in an unexpired term, within thirty (30) days the Commission shall appoint a qualified elector to fill the remainder of the term, except as provided in subsection (C).
   (B)   If more than twelve (12) months remain in an unexpired term, within thirty (30) days the Commission shall appoint a qualified elector to fill this office and shall schedule a special election as soon as practicable. The person appointed by the Commission shall serve until the special election is held and a candidate is certified as elected and takes office.
   (C)   In the event that three (3) or more vacancies in the Commission exist simultaneously, or in the event that four (4) or more positions on the Commission are either vacant or filled by appointment under this section, there shall be held, as soon as practicable, a special election and all vacancies and all positions held by appointed Commissioners shall be filled thereby for the remainder of the respective terms.
