Sec. 1. COMMISSION - MANAGER - POWERS.
   The form of government provided for in this Charter shall be known as the “Commission-Manager Plan.” Except as otherwise provided by law and this Charter, the Commission shall have full authority to exercise all powers conferred upon the City.
