Sec. 2. LEGISLATIVE AND GOVERNING AUTHORITY.
   The City has the comprehensive home rule power conferred upon it by the Michigan Constitution, subject only to the limitations on the exercise of that power contained in the Constitution and laws of this State or this Charter. The City has all other powers which a city may possess under the Constitution and laws of this State.
