(A) Notwithstanding the provisions of § 52.34, the Water Department is hereby authorized and directed to provide the means and to proceed with the introduction of sufficient sodium fluoride to raise the total fluoride concentration in the finished public water supply to approximately one part of fluoride to every 1,000,000 parts of water being distributed in the public water supply system of the city, and the Commission by resolution shall have the authority, from time to time, to change the proportions thereof.
(B) In no event shall the amount of total fluoride concentration in the finished public water supply exceed the limits established by applicable state and federal regulations.
