No deviation from original plans or specifications as adopted, other than changes of a technical nature that do not alter the nature, or scope of the improvement, shall be permitted by any officer or employee of the city without authority of the Commission by resolution. A copy of the resolution authorizing such changes or deviation shall be certified by the City Clerk and attached to the original plans and specifications on file in his/her office.
