Local public improvements may be initiated by petition signed by property owners whose aggregate frontage represents more than 50% of the frontage of the property in the proposed district. Petition for local improvement shall be made on the petition forms provided by the City Clerk. This requirement may be waived by the Commission. Such petition shall contain a brief description of the property owned by the respective signatories thereof and if it shall appear that the petition is signed by more than 50% as aforesaid, the City Clerk shall certify same to the Commission. The petition shall be addressed to the Commission and filed with the City Clerk and shall in no event be considered directory but is advisory only.
