§ 32.21 POWERS OF THE AUTHORITY; INSTRUMENTALITY OF CITY.
   (A)   Except as specifically otherwise provided in this subchapter, the authority shall have all powers provided by law subject to the limitations imposed by law and herein.
   (B)   The Authority shall be deemed an instrumentality of the city.
