§ 31.18 DIVISION OF FINANCE AND RECORDS.
   The Division of Finance and Records shall be headed by the Finance Director who shall be responsible for accounting for the receipt and expenditure of public funds, the maintenance and preservation of public records and documents and the assessment of taxable property. The City Clerk, Treasurer and Assessor shall be responsible to the Director.
