Subject to approval of the Commission, the City Manager may elect to retain the duties of the Director of one or more divisions and shall in this instance exercise powers and duties vested in the Director. He/she may, subject to approval of the Commission establish, transfer and re-assign functions and activities to promote the efficient and effective performance of municipal activities.
