§ 31.15 ESTABLISHMENT OF FOUR DIVISIONS.
   The administrative organization of the city shall be established in four divisions: Community Services, Finance and Records, Public Works and Public Safety. The Director of each Division shall be appointed by the City Manager subject to approval of the Commission, and shall exercise such powers and duties as may be assigned to him/her by state law, the City Charter and local ordinances or delegated by the City Manager.
