The Mayor shall be the presiding officer of the Commission. He/she shall preserve strict order and decorum at all regular and special meetings of the Commission. He/she shall state every question coming before the Commission, announce the decision of the Commission on all matters, and decide all questions of order; provided, however, that upon an appeal to the Commission, a majority vote of the Commission shall conclusively determine such question of order. He/she shall vote on all questions, his/her name being called last.
