It shall be the responsibility of the lot owner to construct the initial sidewalk across his property. It shall be the responsibility of the Village to maintain, repair and to replace said sidewalks when deemed necessary by the Chairman of the Committee on Streets and Alleys, except those sidewalks that are part of the lot owners' driveways.
