When appropriate signs are erected, no person shall park a vehicle for longer than 15 minutes at any time upon any street described on the official traffic maps of the city as locations where parking is limited to 15 minutes. A change of position of vehicles from one point directly to another point within the same block shall be deemed one continuous parking period.
