The use of bicycles, skateboards, scooters, roller skates and similar devices are prohibited at all times upon sidewalks within the Central Business District of the city and within the premises, parking lots and sidewalks adjacent to the City Citizens’ Center. The use of bicycles, skateboards, scooters, roller skates and similar devices are prohibited within the Central Business District of the city and within the premises, parking lots and sidewalks adjacent to the City Citizens’ Center during parades, festivals and similar activities while any streets within the District are closed for such activities, except as may be permitted while participating in any such activity.
