The Planning and Zoning Commission shall be required to submit an advisory report on all applications within 30 days after the final hearing thereon. A copy of the Zoning Board’s report shall be transmitted to the applicant or appellant and to the Zoning Administrator. The Zoning Board shall specify the terms of relief recommended (if any) in one statement and its findings of fact in another statement. The findings of fact shall clearly indicate the Zoning Board’s reasons for recommending or denying any requested variance.
