Provided all the use restrictions of this district are observed, the following uses may be allowed by special use permit:
(A) Freight and bus terminals, and related transportation facilities;
(B) Governmental uses other than those of this municipality;
(C) Research and development facilities not involving explosives, flammable gases or liquids, or live animals;
(D) Utility substations; see § 155.239; and
(E) Warehousing and wholesaling of any goods except explosives, flammable gases or liquids, or live animals.
