The method for computation of rates and service charges established for user charges in §§ 51.20 through 51.24, 51.35 through 51.37 and 51.50 through 51.56 shall be made available to a user within 15 days of receipt of a written request for such. Any disagreement over the method used, or in the computation thereof, shall be remedied by a third party selected by both parties within 90 days after notification of a formal written appeal outlining the discrepancies.
