(A) All fees payable under this Article shall be paid in full by cash, certified check, or money order and submitted at the time the application is made; if the application is denied and no license or permit is issued, then the license or permit fee shall be returned to the Applicant.
(B) The license fee for each license classification and any permit fee shall be as provided within § 111.05; after a license or permit is issued, the fee paid for said license or permit shall be non-refundable. When a license is issued prior to November 1 of a licensing year, the full fee shall be paid; if a license is issued on November 1 or thereafter of a licensing year, one-half of the fee shall be paid; no additional proration of the fee shall be made.
