There is hereby created the Department of Finance of the City. The Department shall consist of a Finance Director and such other employees as may be provided for by the City Council. All City employees who perform services and obligations in all of the areas described in §§ 32.020 through 32.038 and all subparagraphs thereof shall report to the Director of Finance insofar as the services and duties of these employees relate to those areas.
