A violation of any provision of this ordinance, a wastewater discharge permit, or order issued hereunder, or any other pretreatment standard or requirement is hereby declared a public nuisance and shall be corrected or abated as directed by the City Manager. Any person creating a public nuisance shall reimburse the City of Mt. Vernon for any costs incurred in removing, abating, or remedying such nuisance, and shall be subject to the general provisions of § 90.11 of the Revised Code of Ordinances of the City of Mt. Vernon, including the provision for a lien upon real estate as described therein.
