§ 52.035 PRETREATMENT FACILITIES.
   (A)   Users shall provide wastewater treatment as necessary to comply with this ordinance and shall achieve compliance with all categorical pretreatment standards, local limits, and the prohibitions set out in § 52.015 of this ordinance within the time limitations specified by EPA, the State, or the City Manager, whichever is more stringent. Any facilities necessary for compliance shall be provided, operated, and maintained at the user’s expense. Detailed plans describing such facilities and operating procedures shall be submitted to the City Manager for review, and shall be approved by the City Manager before such facilities are constructed. The review of such plans and operating procedures shall in no way relieve the user from the responsibility of modifying such facilities as necessary to produce a discharge acceptable to Mt. Vernon under the provisions of this ordinance.
   (B)   All industrial users shall obtain all necessary construction operating permits from the IEPA. Such pretreatment facilities shall be under the direct supervision of at least one person certified by the IEPA as competent as a wastewater treatment works operator at the classification level appropriate for the pretreatment facilities. Any subsequent significant changes in the pretreatment facilities or method of operation shall be reported to the City Manager in accordance with § 52.094 Report of Changed Conditions and be accepted by the POTW prior to the industrial user’s initiation of the changes.
