(A) The City Manager is authorized to establish Local Limits pursuant to 40 C.F.R. § 403.5.
(B) (1) The following Local Limits are established as Instantaneous Limits. No person shall discharge wastewater containing in excess of the following instantaneous maximum allowable discharge limits:

(2) The above limits apply at the point where the wastewater is discharged to the POTW. All concentrations for metallic substances are for “total” metal unless indicated otherwise. The City Manager may impose mass limitations in addition to, or in place of, the concentration-based limitations above.
(3) Discharges from each separate discharge of a user, as measured under the provisions of this ordinance, shall not contain in excess of the above concentrations based upon the techniques described in § 52.093(D)(5) of this ordinance. This Section imposes Local Limits as an Instantaneous Maximum, a condition that occurs at any single moment in time. This ordinance does not describe sample collection techniques that would be employed to ensure a representative flow-weighted instantaneous maximum condition involving multiple discharges.
