(A) No person shall burn any leaves, trash, debris, or any other waste material within the municipality unless proper authorization had been obtained from appropriate municipal officials.
(B) No person shall ignite, burn, or attempt to burn any garbage, rubbish, building materials, tree trimmings, leaves, evil smelling or noxious substance, or other material outdoors on any public or private property within the city. This section shall not apply to small charcoal or similar fires used for the purpose of cooking food.
