(A) It shall be unlawful for any person to stand or park any vehicle which is required by law to bear license plates on any street or highway or public property unless license plates legally registered and issued for that vehicle are displayed thereon.
(B) It shall be unlawful for the owner of a vehicle which is required by law to bear license plates, and which does not bear license plates legally registered and issued for it, to permit that vehicle to remain parked or standing on any street or highway or public property for any period of time.

It shall be unlawful for any person to park on a highway any vehicle displayed for sale, or to operate or to park on any highway any vehicle for the primary purpose of displaying advertising.
